You can fill the Seneca trolleys to suit your needs with foam or ABS modules.

There are also separate foam drawer inserts, numbered 1 to 7, that already come filled with tools, such as inserts with sockets and bits or with screwdrivers. Every tool has its own cut-out in the foam, so you can see at a glance if something is missing. This lets you build up a complete trolley for the workshop or garage step by step.
